After the resolutions were read the meeting was addressed by the Hon. J. S. Phelps in an eloquent and impressive manner. On motion of A. L. Yarbrough Esq., composed the committee to draft a constitution in accordance with the eleventh resolution which called for the formation of the Democratic Association of Greene County, (later the Greene County Central Committee)

John Smith Phelps, one of the original organizers of Greene County Democrats was born in  Simsbury in Hartford County, Connecticut on December 22, 1814. He and his wife came to St. Louis to visit her relatives and decided that Missouri would be a great place to move to. In 1837 they settled in Springfield and set up his law practice.  In 1840 he was elected to represent Greene County in the Missouri General Assembly. Having served four years, Phelps was elected to Congress in 1845. Prior to leaving for Washington he worked to organize the Democrats of Greene County.

The first meeting of the Greene County Democrats was held on March 6, 1845, following are the minutes of the meeting.

“The democrats of Greene County, MO held a meeting. On motion Judge Solomon H. Owen was appointed President, Judge Alex Younger and Larkin Paine Esq’r, Vice Presidents, and J. W. Gray, Secretary. After calling the meeting to order the President  appointed a committee to draft resolutions to be adopted by the body. Committee members appointed were James S. Headlee, Elijah Gray, A. L. Yarbrough, Hosea Mullins, J. M. Bailey, Joshua Dabis, Kindred Rose and W. H. Graves. And after an absence for a short time the committee reported the following resolutions were unanimously adopted.”

Thirteen resolutions were introduced ranging  from current national and state political activities to organizing Greene County Democrats. The thirteenth resolution was that the President appoint three persons in each township in the county to be called the “Democratic Committee Of Greene County” whose duty it shall be to lay before their respective townships all information in their power calculated to promote the democratic cause, and it is also their duty to call democratic township and county meetings.


Resolved, that after such declaration has been made, the people shall be called on to choose who is their preference, and the individual having the highest number of votes, shall be the choice of this county for a seat in said convention.

Resolved, That should the other two counties in this Senatorial district not present a candidate, then the individual having the highest vote shall be the other delegate.

Greene County Democrats Organize

The democrats of Greene County sent a request to state that on March 6th 1845 they will hold a mass meeting for the purpose of “taking some steps toward the organization of a Democratic Association”. They publicized in the Springfield advertiser newspaper, “a general attendance is requested”. 

Judge James introduced the following resolutions, which, after some considerable discussion were adopted:

Resolved, by this meeting, that the different persons spoken of, (or any others) as candidates for a seat in the Convention to alter and amend our present constitution be requested to address the people at the several battalion musters, and there declare the views they entertain upon the alterations or amendments which should be adopted.


Resolved, That this meeting appoint two persons to attend each battalion to count the votes which may be given--that they shall set down to each man’s name the number of votes polled for him at the first battalion, and the same at the second, and the first on the list shall be the member for Greene county and the second as declared in the third resolution.

At the former meeting a committee was appointed and chaired by L. A. Patillo, to draft a constitution for the Democratic Association of Greene County, it was unanimously adopted.
